Netflix slows down the delivery of DVDs (throttling) when a customer is returning them too frequently. Thus a customer is penalized for trying to achieve full avlue from the service. Therefore, when a customer reduces their usage they should be given credits to incent them to constinue with the service and discourage them from changing to a cheaper plan.
